Case Study

Please answer the following based on the case:

1. How will you address the concerns of the teachers?

First of all, I think the second teacher was right when he said that it is still the prerogative of every teacher to determine the curriculum that best fits the needs of the children in the class. Although he's right, we should still come up with a curriculum that would guide the teachers. I would also apologize for not giving them the enough time to review the curriculum.

    But to be fair to the English Committee, I would make it clear to them (the 3 teachers) that the guide was circulated to all teachers three weeks before the school board meeting. The reason why they didn't get any was because they weren't part of the English Committee.

    Despite the fact that some board members hoped that similar kinds of products would be available in other subject areas, I will assure the concerned teachers that we will develop new curriculum according to the needs of the students and the subject.

    2. Although every subject has its own curriculum, I would make it a point to circulate the proposed curriculum guide to every committee, not just the involved committee. Making them well-informed beforehand I think would abate the confusion.

    3 .I think I have to separate the seven elementary schools (public school system) from the secondary school that was part of another district. We should have our own district for us to develop a curriculum that is well suited for the students. And I think we should lessen the participation of other teachers (the ones who were not part of the committee) and the parents, they could still propose some ideas though. I will try my very best to meet them halfway. After all, I still believe that we all have the best intentions for the students.

  4. Assuming the three teachers were not members of the English Committee, will that be an excuse for Ms. Manalastas not to give them a copy of the proposed curriculum? Is the action of Manalastas in congruence to the Curriculum theory of Hilda Taba?

    Wouldn't you think that by separating the elementary schools from the high schools you would be redirecting the organizational structure of the school district? Which would mean it would entail additional budget. Where will you get the funds to support onve you divide boths schools?

  7. 1. I will explain to them the changes in the curriculum. The teachers will be the one who will execute the program so I think I would give the teachers ample time to adjust to the new curriculum.
    2. I will point out the advantages of the new curriculum. The teachers should equipped themselves, and be able to adapt the changes.
    3. I think to avoid this incident to happen in the future, I have to review the curriculum and outline the advantages and disadvantages. I have to evaluate first if the teachers can adapt and implement the change in the curriculum. Then if most of the teachers can adapt and implement it, then continue with it after all it is for the good of the students.

Based on the description of the education system Tagum has, the teachers serve the community not only as educators but as allies of the parents who lead in the role of decision making about school programs and directions. Obviously, the teachers who reacted on the curriculum proposed by Mrs. Manalastas knew that they could not thoroughly carry out the plan. So if this is the case, first, it’s really better to hear out the concerns of these teachers.
    2. If I were Mrs. Manalastas, although the curriculum was made in good intentions, I would first consider the concerns of the teachers who are directly responsible in executing the educational plan. I will ask them what are their primary reasons why they think that the plan is impossible to achieve or why the curriculum will not be effective in their class. But it is not necessary to change the whole curriculum abruptly. There may be some grey areas that need improvements and there may be some new strategies applicable to their class that seems to be effective. We’ll never know if the curriculum developed is attainable and effective if at the first place they are not willing to cooperate. If the superintendent and teachers would agree, I may suggest that let us try the curriculum at a certain period of time, if proven not effective and did not exhibit any changes, we would conduct another meeting and encourage suggestions from them.
    3. If I were the superintendent, first and foremost before the grand presentation takes place, I would first do my assignment. When I was still in elementary, I remember that our district superintendent visits our school once a year and conducts meeting among my teachers. Through that meeting, I would be able ask the teachers first-handedly their concerns in teaching. My next step is to have a meeting with my curriculum developer and committee members to discuss everything that is written on the educational plan. Through that, I may agree or disagree on their proposals right away to avoid unexpected circumstances like what happened on this case study.

  9. I would like to start my reaction on the Action Plan of Mrs. Manalastas in developing Curriculum. I think this committee overlooks several steps in creating curriculum. I believe that the curriculum would be more effective if the design will be made by the user (teacher). To further understand my discussion I would like to raise some of the Model made by Hilda Taba. This model is called Grassroots Model wherein the teacher is actively involved in developing the Curriculum (not only by school board/school administration). The first step in here is Diagnosis of needs. Let us assume this committee did this step. I don’t think that this is a comprehensive diagnosis unlike if the teacher will participate in conducting Needs Analysis. The first step is crucial and it must do properly or else the following step will be a failure. The work collaboration of school board, School Committee and the faculty will determine the success of the Curriculum.
    If I were Mrs. Manalastas I would like to reevaluate the method used in developing the Curriculum. Maybe his orientation towards this activity is very traditional. She must be reminded the complexity of the curriculum and the impact of it to the society. Since that Curriculum is dynamic she should also adapt or take for consideration the other model in developing curriculum.

  10. 1. If I were Mrs. Manalastas, I will handle the case of the teachers by being objective about it. I will consider their comments, will tell them that their suggestions are valuable to the committee, and will set-up a meeting with the Teachers’s Association to explain in great detail how the English Committee has come-up with the new curriculum and why we need this new curriculum.

    2. If I were Mrs. Manalastas, I will come-up with a survey which will be answered by the board, superintendent of schools, parents, Teachers’s Association, and English Committee. I will proposed for a test of this new program to the students for a certain amount of time, get the results, and conclude if this new curriculum is effective or not. Whatever the outcome is, I will have it approved or signed by the Teachers’s Committee, the English Committee, superintendent of schools, and the board.

    3. As a Superintendent, to avoid such incidents in the future, I will call-on Mrs. Manalastas and will tell her to always include the Teachers’ Association in the planning and come-up with policies or procedures such as those written above and strictly follow these policies and procedures to be able to prove that the proposed curriculum is effective and useful to the students then implement it if proved helpful.

  11. 1. for me i guess i will explain to the three of them why the curriculum needed to be change or upgrade, it is for the benefits of the students why the English school board created a new curriculum.
    2. if i am Mrs.Manalastas i will talk to them and explain that before they react or to a protest about the new curriculum why not try it first and if the district really do not want the curriculum or adopt the changes and then stick to their old curriculum. i will also explain that the new curriculum is really will give a good benefits if they will give it a try.
    3.i will invite all the teacher even if the curriculum is not for them so that they can also contribute some opinion to design the curriculum before approving it so the incident will not happened again.

  13. 1. I will recognize their concerns by setting a meeting with them so we will be able to discuss their concerns in detail.

    2.I will suggest for a re-scheduling of the curriculum proposal meeting to give teachers time to review the said planned new curriculum for the to execute in the class. I will set another separate meeting for the teachers, committee members and parents and get all their final views on the proposed curriculum. In this way I will be able to weigh all their comments and suggestions to come up with the best curriculum which is accepted and agreed upon by all the parties, because it is important that the proposed curriculum is implemented with less apprehensions from neither any of the party.

    3. I will see to it that all is well. Proper steps and procedures were carefully followed and that those who were supposed to be consulted were really consulted and all of them had enough time to read and evaluate the proposed curriculum. I will asked them to give me a copy of minutes of meeting with signed attendance and the final decision accomplished in hard copy by the English Committee, parents, teachers and whoever is concerned. Finally I will also asked for the final decision of the whole with their signatures.
